Specifications include, but are not limited to: The County is seeking one (1) contractor to facilitate long-term matches (six months or longer) of HO’s and HS’s in an equitable and nonsectarian basis. The major goal of this program is to enhance older adults’ ability to age at home. This is accomplished in multiple ways: reducing social isolation of either or both the HO and the HS; creating monthly income for the HO; creating a new pool of rental housing not commonly found or easily identified in existing rental markets; and ensuring that some rental agreements include services that improve the HO’s and/or the HS’s ability to live independently e.g., assistance with housekeeping, errands, transportation, etc. The pilot does not include rental subsidies. The County’s intent is for the contractor to facilitate matches that are stable - leading to long-term relationships and rental agreements. The County is not interested in short-term matching, itinerant relationships, and rental agreements. The County has identified SilverNest or equal as the best matching tool available since it includes many features the pilot requires including: participants profile creation; vetting mechanism; successful matching algorithm based on profiles; rental agreement templates; and limited legal counseling for users. The contractor must use this existing online matching platform to match HO’s and HS’s in executing this pilot. The contractor must facilitate access to SilverNest or equal for program participants who request it, including assisting them with signing up for this service to use its many features. Residents who wish to access SilverNest or equal without the contractor’s help may do so. The contractor must give all participants in this pilot free access to SilverNest services for two months.
