Specifications include, but are not limited to: 5.3.1. Phase 1: EOB Facility Condition Assessment and Energy Audit The Contractor must undertake an in-depth study (Facility Condition Assessment) and energy audit (ASHRAE Level 3 or equivalent) of the EOB. The Facility Condition Assessment and energy audit will be presented to the County for review and discussion. 5.3.2 Phase 2: Conceptual Study Using the results from Phase 1, the Contractor must develop and present to the County several options for an energy project (energy retrofit, advanced energy project, and/or building systems replacement or renovation) that meets the County’s goals. Tasks will include: 1. Identifying key County stakeholder priorities/project criteria (understanding and considering the “wish list” of each County stakeholder); Stakeholders are County staff responsible for designing, operating, and maintaining buildings. 2. Establishing the building’s energy baseline. 3. Developing options for energy efficiency, resiliency and condition improvements. Options should include but are not limited to: • Demolition and replacement of the building; • Improvements/upgrades to building systems such as the building envelope, roof condition, lighting, HVAC, plumbing, and all other such building systems; • Conversion to natural gas; • Combined heat and power and microgrids in concert with the County facilities in the Rockville Core; • Renewables and energy storage integration (solar, geothermal, batteries, etc.); and • Identification of advanced technologies that can improve efficiency, energy use, health and operations; 4. Developing cost estimates for each potential option and analyzing the costs and benefits of each to determine the most optimal project options. Analysis should include: • Applicability of healthy building standards (e.g., WELL); • Cost-effective options versus maximum energy reductions; and • Financial options and funding strategies including grant and incentive opportunities to lower costs for the County. The deliverable at the end of Phase 2 is a report documenting the findings of the study and detailing the project options (including pricing). Ideally, the Contractor should include no less than five (5) project options to the County. These will be presented to the County stakeholders once Phase 2 is complete. 5.3.3 Phase 3: Post Conceptual Study Tasks Following Phase 2, the Contractor will work with the County to downselect the options and fine tune a desired option or options. No more than two will be selected. The Contractor will conduct a more in-depth analysis on the selected option(s), providing logistics and phasing options and also evaluating contracting options for it. Tasks should include but are not limited to: 1. Provide phasing options for the energy project; 2. Evaluate contracting options and proposed language and scope for a solicitation; 3. Facilitate internal and external stakeholder meetings; and 4. Develop an energy model to set performance expectations for the selected option(s).
