Specifications include, but are not limited to: A. Contractor shall provide and train personnel to operate the Hanover Street and Pennington Avenue drawbridges pursuant to the following schedule: (1) Pennington Avenue: On-demand upon signaling by a vessel operator, 24 hours per day, 7 days per week. (2) Hanover Street: Upon 4 hours’ notice to be given by telephone by a vessel operator, 24 hours per day, 7 days per week. B. Contractor shall adhere to all federal regulations relating to the opening of drawbridges, contained at 33 CFR 117, et seq. as may be amended from time-to-time pursuant to notice in the Federal Register. C. Each bridge operator shall be familiar with the bridge layout and be trained in the operation and maintenance of the bridge, including all emergency power or manual backup systems. Training shall be the responsibility of the existing Contractor. D. The contractor shall be responsible for pumping out the holding tank anchored within the bascule pier at the Pennington Avenue Bridge. (1) Please note that the holding tank only holds 1500 gals. The holding tank includes sink water for washing your hands in addition to waste water. (2) The tank shall be pumped out as required and immediately once the alarm beacon (located on the stairway to the control room) turns on. Prior to the start of this Contract, the tank was emptied every two weeks. E. The Contractor shall provide maintenance personnel to maintain the mechanical and electrical equipment and systems as well as perform general housekeeping in accordance with the Attachment A, Attachment B, Attachment C, and the current operation and maintenance manuals. Completed maintenance forms (Attachments B and C) shall be submitted to the City monthly. Potential bidders can review the existing maintenance manuals by request at the Baltimore City Department of Transportation by contacting Kevin Carter at 410-396-6942 or kevin.carter@baltimorecity.gov. Since there is very little information relative to the routine maintenance of the Hanover Street Bridge, potential bidders should contact Kevin Carter to survey the existing operating mechanisms at both bridges. Again, potential bidders should contact Kevin Carter to coordinate the site visit. (1) Contractor to provide skilled and unskilled labor and material necessary to perform routine maintenance on a monthly basis F. The maintenance of the Pennington Avenue draw bridge shall be in accordance with Attachment A, Attachment C and the existing operation and maintenance manuals.
