Description

The selected Consultant shall: Task 1: Review and synthesize literature related to development of a bacteria load assessment model: Estimate bacteria loadings by land use and load source including the developed sector and natural land uses associated with the developed sector; Develop removal rates for BMPs allowed by the current Phase I MS4 permits for offsets on their respective applicable land uses and load sources; Prepare a report of the information gathered and methods used to determine loads and reductions; Task 2: Create a model that will allow MDE and Phase I MS4 permittees to do the following: Estimate current bacteria loads for developed sector land uses and load sources; Determine load reductions associated with BMPs implemented in the developed sector; Task 3: Provide initial training and training materials for the model, including: Creation of a user video, and simple user instructions that will provide future end-users with enough information to use the tool on their own; Sufficient time to demonstrate the tool to the Phase 1 MS4 community;
