Specifications include, but are not limited to: A.Pre-construction inspection/survey: Prior to commencement of any work at the site, the Contractor and the Commission will conduct a joint inspection/survey of the existing site, with the intent of documenting existing conditions.B.General Requirements1.The Contractor shall supply quality digital images to the Engineer, as described herein. Digital photos shall be taken prior to beginning construction at a location where excavation is required and of structures along the alignment. Enough photos shall be taken to show the condition and features that may be impacted by the Contractor’s construction activities. The preconstruction photos for a location must be submitted to the Engineer forapproval two (2) weeks prior to beginning work at a location. After the construction has been completed photos shall be taken to show the site has been properly restored. The post construction photos shall be submitted to the Engineer at the end of each month. Photographs shall be taken only by the Contractor or Contractor’s representative who has knowledge of construction practices and materials. 2.The photographs to be taken each month shall be downloaded on CD. The CD shall be properly labeled before submitting to the Engineer. The label shall contain the information below:a.Project name and contract numberb.Name of Contractorc.A brief description of locations taken (street name and direction of view)d.Date takene.Number of imagesf.Name of photographer3.The construction photographs as noted above shall not be measured and the cost shall be included in the lump sum bid for “Mobilization.”C.Preconstruction Video/Survey 1.The Contractor is required to provide digital video survey for the entire project limit as described in this section. Contractor must also provide preconstruction video along the entire length of the project. Video recording shall include the complete work area, easement, and roadways, and, prior to audio-video recording, visual investigation of all areas to be inventoried with notations made to items not readily visible by recording methods including, but not limited to, size, type and condition of driveway, culverts, headwalls, etc. Audio-video recording shall be performed by qualified representative having experience in proposed work and shall be done prior to commencement of the construction or delivery of any equipment, material, or supplies to the site of work.2.The purpose of the color audio-video recording is to provide the necessary information for restoration of surface features after completion of the work. This recording must, therefore, cover the work area in its entirety to assist in replacing those areas affected by construction to their original condition with as little controversy as possible. Video recording shall be performed no more than two (2) months prior to construction in the area, and any areas recorded more than two (2) months prior to the construction shall be redone at no additional cost. Any locations that were notpart of the original contract shall be video recorded prior to work commencing at those locations.3.The area to be recorded shall include, but not be limited to, all existing driveways, sidewalks, curbs, ditches, streets, landscaping, trees, culverts, catch basins, headwalls, retaining walls, fences, visible utilities including telephone and electrical poles with any overhead lines crossing the site, and all building located within the zone of influence of construction. Of particular concern are any existing faults, fractures, defects, or other imperfections exhibited by the above-mentionedsurface features. Audio description shall be made simultaneously with and support the video coverage.
