Specifications include, but are not limited to: All services required for this program must be performed in accordance with all applicable Federal, State and local laws, statutes, ordinances, orders, rules, regulations and policies for aircraft noise compatibility programs. The selected Consultant shall demonstrate and possess the experience, technical ability and staff resources to effectively complete the identified tasks without any delay and interruption. Services required may include, but are not limited to the following: • All preliminary planning tasks associated with project initiation, including the development of a policies and procedures manual, a database management system capable of monitoring, tracking and reporting of the program, and project schedules. • Establish a local Project Office, adequately staffed to coordinate/implement the functions of this program. • The development and implementation of a community outreach program utilizing multiple mediums of communication. • The development of a program implementation plan, including estimates of eligibility, overall cost, phasing, schedule and duration of the program. Preparation of acoustic treatment plans, including designing and preparing plans, specifications and bid documents for the determined phases of the program. All plans must adequately address hazardous material concerns and incorporate sustainable/green best practices where feasible and financially prudent. • Construction management, including assisting MDOT MAA in the selection of a construction contractor for each phase of the program. • Construction administration and inspection services. • FAA grant administration including preparation, submission, monitoring, reporting, closeout and other required activities.
