Specifications include, but are not limited to: develop and submit a report to the MMCC estimating the projected growth of the Maryland Medical Cannabis Program over the next five years and determine the potential economic impact of legalizing adult-use cannabis in the State. The selected vendor will be given access to specific program data (e.g. number of patients, caregivers, and providers, total sales, mean and median patient purchase figures, and total pounds of cultivation) required to complete some, but not all, of the analyses included in the scope of services below. The vendor must identify and utilize publicly available data, including data from other states for other aspects of the analysis (e.g. economic impacts of legalizing adultuse cannabis). All bidders must be willing to abide by any regulatory requirements established by the MMCC whether currently in place, yet to be approved, temporary or permanent.
