Specifications include, but are not limited to: The City of Westminster is seeking a vendor to provide carnival rides, games and food services for its Fall Festival event. Carnival rides are defined as portable rides provided to entertain children of all ages. Games are defined to include games children and adults pay a fee to play in order to win a prize. Food services is defined to include portable food vendors/stations to provide a variety of food options for adults and children. Westminster Fallfest is a four (4) day annual event scheduled during the last full weekend of September, Thursday through Sunday. Rain or inclement weather dates are not available. Westminster Fallfest includes carnival rides, food and game/novelty units provided by the vendor. The City will operate additional food concessions, games, community exhibits, education exhibits, contests, entertainment, and an arts and crafts show on adjacent lots. The space dedicated to carnival operations (labeled as Exhibit A) is an asphalt pad measuring 55,323 square feet. Additionally two separate locations have been set aside for support vehicles, equipment and temporary housing. A maximum of four (4) food concession units, a maximum of six (6) game/novelty units will be permitted on the carnival grounds. The vendor will be required to rent these spaces from the City at a rate of $450 per food trailer and $165 per game/novelty trailer. After space rental is paid to the City, all proceeds from food and game/novelty operations are the sole property of the vendor and are not included in the percentage of gross ride revenue payable to the City.
