Specifications include, but are not limited to: The purpose of this Invitation for Bid Document is for Wicomico County (“County”) to purchase Bi-Directional Amplifiers (BDAs) for three (3) buildings in Wicomico County to improve in-building public safety radio system coverage. 1. Wicomico County Department of Emergency Services (DES) operates a newly installed Motorola 10 channel 800 MHz Project 25 Phase II simulcast trunked public safety radio system. The radio system operates from 8 radio tower sites, 7 of which are simulcast and one is an ASR site (not simulcast) with its own four 800MHz Project 25 Phase II channels connected to the radio system as a second Motorola RF Site. All the tower basestation transmit frequencies are between 855 and 861 MHz. All the subscriber transmit frequencies are between 810 and 816 MHz. The street addresses of the 8 tower sites are noted in the section below titled Tower Site Locations. 2. All BDA and ancillary equipment must be powered by an included internal or external UPS, which must be connected to an electrical circuit at each facility that is on existing generator power so that the BDA never loses power or stops functioning. In the case of the Memorial Building, which has no generator, the UPS should be connected to normal building power. 3. The physical location of each BDA and ancillary equipment to be installed under this SOW is not mandated and may be discussed during the pre-bid meeting. 4. All exterior building penetrations must be tightly weatherproof against precipitation and humidity. Exterior wall mount antenna masts are preferred over roof mount masts. Roof penetrations will require additional explicit permission from the building owners, and are discouraged. 5. Signal strength measurements noted below were taken with an Anritsu LMR Master S412E with Antritsu P/N 2000-1200-R 806-866MHz 4-inch vertical antenna approximately 4 feet above ground level. The signal strength measurements are approximate and can vary significantly depending on weather, therefore, bidders are responsible for taking their own measurements. 6. In-building signal strength generated by the BDAs must be sufficient to be received by Motorola APX-6000 portables worn on the hip, with sufficient fade margin to work under all weather conditions without bit errors.
