Specifications include, but are not limited to: 2.3.1 The Contractor shall upgrade the existing DVR to an NVR and Access Control System for the site. The existing Access Control System shall be completely replaced with a system that will grant access through state ID cards and provide access to control logs and timed entry capabilities to admin users. The Video Surveillance system should be one that will provide a digital, clear and compact way to view and record activities on the site through a computer interface. 2.3.2 The Contractor shall recommend an Access Control System and Video Surveillance system specific to the use and functionality requirements for the Cumberland District Court facility at 123 South Liberty Street Cumberland, MD 21502. The components of these systems should provide the Court with flexibility for expansion now and in the future. The components should be upgradable and swappable without requiring mass replacement of all components or fragmented control. The systems should not have any connectivity to external networks or Judiciary IT networks. System monitoring and controlling should only be available through the vendor provided PC and not allow any remote access. 2.3.3 Contractor shall be responsible for providing materials, cabling, training documentation and system diagrams specific to this installation. Removal and disposal of obsolete and unused cabling falls on the responsibility of the contractor. Permits will be required for system installation. System and all components must be under full warranty for two years as well as two years on installation. The system will not require any licensing or annual fees after project acceptance.
