Specifications include, but are not limited to: A. Monthly Data updates on Income Level enrollments and inflow and outflow of NonTemporary Cash Assistance (TCA) children, using data from the CCATS database. B. Monthly updates of children served and dollar expense in TCA, Transitional Child Care (TCC) and Non-TCA categories, using data from the CCATS database. C. Forecasts of enrollment and expense for two and a half years, produced monthly, with the additional analysis necessary to produce high and low scenarios around the central forecast. D. Periodic modifications of assumptions and model structure as necessary to accommodate the changing economic environment, changing data availability and subsidy program policy changes. E. Specific consideration of the large number of Child Care Subsidy policy changes currently scheduled or under review, including the impact of Maryland EXCELS on subsidy providers, changes in Informal provider regulations, and the ramifications of the recent reauthorization of the Child Care and Development Block Grant.
