This solicitation is reserved for only application submitted/certified local small businesses timely registered with the County’s LSBRP. This solicitation thus comes under County Code, sections 11B-17A; 11B-65; 11B-70 and Executive Regulation 21-05AM. Intent
It is the County’s intent to enter into a contract with a qualified provider that demonstrates it has the experience and established programming that meets a wide spectrum of life skills and personal development needed for change and preparation for reentry to the community.
Scope of Services/Specifications/Work Statement
A. The Offeror must have an established curriculum of life skills and personal development training program for youthful offenders that can be delivered through structured group counseling and workshops on site at MCCF. The Contractor’s programming must minimally:
1. Target the needs of incarcerated youths with at risk behaviors or engaging in gang activities
2. Relate to youthful offenders and demonstrate how to assimilate cultural norms and differences to enable positive and productive interactions in one-on-one and group settings.
3. Include life skills training and/or coaching on communication, healthy relationships, conflict resolution, anger management, peers, financial literacy, planning and goal setting, personal development and professional behavior.
4. Have content and workshops in both English and Spanish or have the ability to work with a translator to provide programming in Spanish.
B. All curriculum, content, and session plans must be reviewed and approved by the DOCR Program Supervisor.
C. The life skills and personal development training program must be executed according to the following requirements:
1. Provide a combination of in person and virtual remote sessions to individual and group participants at least twice per week for 2 hours each as scheduled by the DOCR Program Supervisor
2. Group sessions must accommodate between 6-15 youthful offenders in small groups and larger workshops or presentations of up to 25 participants.
3. Provide for the facilitation of information exchange between youthful offenders and DOCR staff as requested by the DOCR.
4. Include follow up with participants upon transfer from MCCF to the PRRS.
D. The Offeror must be familiar with the and engaged in related community initiatives that demonstrate their expertise working with incarcerated youth. Upon request by the County, the Offeror must attend community meetings held at the Montgomery County Correctional Facility (MCCF) and Montgomery County Pre-Release and Reentry Center (PRRS).
