Specifications include, but are not limited to: 1.5.2.1 The Contractor shall furnish all labor, transportation, chemicals, reagents, glassware, testing equipment, control equipment, supervision and services necessary to create and maintain a complete chemical water treatment program at the Eastern Correctional Institution (ECI) and Eastern Correctional Institution – Annex (ECI-A) located at 30420 Revells Neck Road, Westover, Maryland 21890. It will be the Contractors responsibility to ensure that all control equipment presently being utilized is satisfactory for proper water treatment. If additional or replacement equipment is necessary, the bidder is required to provide a cost estimate with the bid. All work will be completed during the hours of 7:15AM through 3:15PM unless otherwise scheduled by the Assistant Physical Plant Director or his designee. 1.5.2.2 The primary objective of this contract is to design, implement and maintain a water treatment program geared to protect and preserve the operating systems and equipment. The contractor’s representative shall on a monthly basis submit a field report after collecting and testing samples from each operating system. The field report shall contain the set control ranges, test results of collected samples, adjustments to auto/manual blow down, chemical feed equipment and a brief summary report of the treated systems. The field report shall be signed by the designated supervisor to indicate concurrence of treatment program’s progress and adjustments. 1.5.2.3 The contractor shall submit with his bid, adequate information on the proposed water treatment program to assure minimization of scaling, corrosion, fouling and microbiological activity. This information shall include, but not be limited to, chemicals to be used, feed locations and rates, feed and control equipment, and the program control field-testing procedures. All must meet MDE and/or EPA approved for use and discharge to storm drain.
