This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is 75N98B25R00001 and the solicitation is issued as a Request for Quotes (RFQ).
This acquisition will be awarded under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-04 January 19, 2021.
The North American Industry Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. The requirement is being competed as a total small business set-aside.
The National Eye Institute (NEI) has a requirement for a Wasatch OCT Spectrometer (Brand Name Only). The vendor shall provide the following item(s) in the quantities specified below.
- 940-1140 nm OCT spectrometer designed to cover a 2048 pixel GL2048 Camera Link camera.
- Custom grating and grating block for 940-1140 nm bandwidth
- Bandwidth tolerance of +/- 15 nm.

Background:
The NEI has assembled custom-built adaptive optics advanced retinal imaging systems with the capabilities to image individual cells in patient eyes for use in clinical studies. This custom-built adaptive optics imaging system is not commercially available and was assembled using a wide variety of different parts. In the past a few months this adaptive optics system has been upgraded to integrate a new spectrometer with a custom grating from Wasatch Photonics to meet the needs of clinical studies. The adaptive optics system has been utilized for patient imaging since then. The purpose of this order is to request a spare set of the exact spectrometer to prevent imaging system downtime caused by potential device failure so that patient imaging won’t be interrupted. This will ensure that the components to be acquired are exactly aligned with respect to the existing components.
The C1050-1040/200-X-SG2K-R is a complete set of optical coherence tomography spectrometer with custom grating, including spectrometer and data acquisition devices. We have upgraded our adaptive optics system with the same spectrometer that was designed by this brand in the past a few months. The upgraded system has been utilized for patient imaging since then. The purpose in this order is to acquire a spare set of this exact spectrometer to avoid potential downtime of the system due to device failure so that patient imaging won’t be interrupted.
General Requirements:
Only quotes for the Wasatch OCT Spectrometer (Brand Name Only) device are being solicited and will be considered.
Vendors must provide their shipping lead time and any applicable delivery costs on their quote.
