The contract will be awarded as a best value selection to the Proposer from the RCL that provides the best combination of qualifications in Phase One and technical solutions in Phase Two addressing the evaluation criteria established in the RFP for the fixed price. US 50 from the Bay Bridge to Ocean City is approximately 113 miles. Seasonal congestion on US 50 creates a barrier that divides communities, impairs emergency responder response time and mobility, restricts the movement of freight and farm-tomarket deliveries, and limits economic development. US 50 is a lifeline link for businesses and communities on the eastern shore to gain access to jobs, send and receive goods from major points of warehouse and distribution across the Chesapeake Bay into the metro areas of Baltimore and Washington DC, as well as the key route for seasonal vacation and tourism travel between the metro areas and the Atlantic Ocean. The corridor is critical to supporting the Maryland eastern shore’s farming and tourism economies and supports both Maryland and the greater metro region economies. The Administration has obtained a Federal Highway Administration (FHWA) grant through FHWA’s Advanced Transportation Technology and Innovation (ATTAIN) program to develop a project on US 50 from the Bay Bridge to Ocean City. The ATTAIN program provides funding to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. The purpose of the US 50 project is to improve traffic management; safety and incident management; event management; traveler information; and operability/maintainability/adaptability throughout the corridor while avoiding right-of-way impacts and minimizing environmental impacts. The Design-Builder will be responsible for all work required to deliver the improvements that it proposes in its Technical Proposal for the fixed price established in the RFP.
