Specifications include, but are not limited to: Site Visit Function. The Contractor should anticipate a site visit inspection for slightlyover one third (1/3) of the properties in the Portfolio for each year the Contract is ineffect. Annual site visits shall be completed by the end of the third quarter of the calendaryear. The Contractor shall be responsible for:a. Scheduling and conducting inspections in accordance with the regulationsimplementing 42 of the Code andb. Ensuring that all properties are inspected not less than three (3) years after theproperty s last inspection and that all new properties are inspected within two (2)years of their place in service dates.2. Desk Audit Function. The Contractor should anticipate a review of the annual OCCPC,with supporting documentation (including the Attachment to the OCCPC, VacancyTable, utility allowance documentation, IRS form(s) 8609, and Schedule A to the IRSform(s) 8609), for all properties in the Portfolio for each year the Contract is in effect.The Project Administrator will notify property owners no later than January 31st thatdocuments required to conduct desk audits are to be submitted directly to the Contractorby an agreed upon due date. Desk audit reviews shall be completed by the end of the thirdquarter of the calendar year. The Contractor shall ensure that desk audit reviews areconducted concurrently with site visit reviews for the 1/3 of properties noted underSection B.1. above. The Contractor shall be responsible for:a. Reviewing the OCCPC in accordance with the regulations implementing 42 ofthe Code andb. Reviewing the supporting documentation to the OCCPC in accordance with theregulations implementing 42 of the Code. Supporting documents include TheAttachment to the OCCPC, Vacancy Table, Utility Allowance Documentation,IRS Form 8609, and Schedule A to the 8609.3. Recertification Waiver Properties. The Contractor shall anticipate modified site visit anddesk audit reviews for the 106 properties in the Portfolio (See Exhibit A) which areoperating under DHCD approved waivers of the Code s annual income recertificationrequirement.
