Specifications include, but are not limited to: The Maryland Health Care Commission (MHCC or Commission) seeks a Contractor to study and make recommendations regarding fee levels for the delivery of somatic and behavioral health services (also referred to as health care services herein) through telehealth modalities, including audio-visual and audio-only (telephone). The study shall determine if: (1) it is more or less costly for health care providers to deliver health care services through telehealth and (2) whether the delivery of health care services through telehealth requires more or less clinical time and clinical intensity on the part of the health care provider (referred to as study questions herein). The Contractor must synthesize and interpret study findings to inform potential statutory, regulatory, or policy-based recommendations in a final report. The Offeror shall submit a plan for conducting research and quantitative analyses using available data from MHCC’s All-Payer Claims Database (APCD)1 for private payers, Maryland Medicaid, and Medicare (referred to as payers herein). A detailed timeline to complete the data analysis must be included in the proposal. The plan shall explain how responses to the study questions will be structured in a final report. The final report shall include a summary of the study approach, findings, recommendations, and supporting rationale; the report will be sent to the Maryland General Assembly in advance of the 2025 legislative session.
