Stop Sign Enforcement Camera System: 1. The Contractor will support the Town in identifying initial enforcement locations and will conduct baseline violation counts to document existing traffic behavior. The Contractor will provide and install automated stop-sign enforcement camera systems at the approved locations. The equipment must capture clear images and video of violations under various lighting and weather conditions, operate reliably, and be installed in a manner that does not interfere with pedestrians or vehicles. All systems must be fully solar-powered and require no connection to external utilities. 2. The Contractor will pre-screen captured events and provide a secure online portal for the Police Department to review and approve violations. The Contractor will manage citation processing, which includes printing, mailing, payment options, delinquent notices, and any required notifications to the Maryland Motor Vehicle administration. A secure public website will be provided for vehicle owners to review video, access citation information, and submit payments. 3. The Contractor shall support adjudication and appeals by providing secure access to violation records and the ability to export case files, images, and video for court proceedings, when required. 4. The Contractor will assist the Town in developing public information materials and provide recommended signage for enforcement areas. Training will be provided for Town staff on system use, evidence review, reporting tools, and overall program operation. The Contractor will provide routine reporting, including violation summaries, system uptime, maintenance activity, and performance metrics, along with comparisons to baseline data. 5. The Contractor must comply with all State requirements related to automated enforcement, including secure handling, storage, and deletion of images. Nonviolations must be removed promptly, and no biometric or facial recognition technology may be used. The Contractor will maintain all system equipment and respond to service issues within 72 hours. Preventative maintenance and system updates must be provided continuously. 6. The program must operate under a cost-neutral structure. All program components, including equipment, installation, operation, citation processing, maintenance, and support, shall be covered through a revenue-sharing model, with no upfront or ongoing cost to the Town. 7. The Contractor shall provide equipment that is compact in design and suitable for installation on sidewalks or easements without obstructing pedestrians, vehicles, or parking areas. All units must operate on solar power and require no connection to external utilities.
