This is a combined synopsis/solicitation for a commercial product/service prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This is being solicitated as Brand Name (All or None) Sharegate. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation number is 75N98026Q00012 and is issued as a Request for Quote (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-06 October 1, 2025. The North American Industrial Classification (NAICS) code 541511 with a size standard $134. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part Subpart 13.5.
The purpose of this requirement is to procure 100 ShareGate licenses. The National Institutes of Health (NIH) requires ShareGate licenses to support the migration of SharePoint on-premises environments and Microsoft Teams sites to Microsoft 365 (M365) cloud services. This effort is part of NIH’s broader modernization initiative to transition from legacy platforms to SharePoint Online and streamline Teams migrations, ensuring secure collaboration, compliance with federal IT modernization mandates, and improved support for remote and hybrid work.
ShareGate is an integrated Microsoft 365 management solution that enables secure and seamless data migration, governance, reporting, and access control across cloud environments. It supports a broad range of migration scenarios—including SharePoint to Office 365, Google Drive to SharePoint, file shares to OneDrive, and tenant-to-tenant transfers.
This request is for a renewal license and the current license key is 7AC4BBCA-74BE-444D-9F48-EE7E9CAA1261.
COMMITMENT OF PUBLIC FUNDS
The Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed acquisition. Any other commitment, either explicit or implied, is invalid.

PREPARATION COSTS
This RFQ does not commit the Government to pay for the preparation and submission of a quote.
SUBMISSION REQUIREMENTS AND PROPOSAL DUE DATE:
In order to receive an award, contractor must be registered and have a valid certification in Beta SAM (System for Award Management) https://beta.sam.gov/. Interested vendors capable of providing the Government with the services specified in this combined synopsis/solicitation shall submit electronic responses to Kwasi.Antwi@hhs.gov. Please reference solicitation 75N98026Q00012 on all correspondence to this notice. In addition to completing blocks 17a and 20, please ensure that the applicable boxes on pages 7, 9, 10, 15, 16, 17, 22, 27, 28, 29, 30 and 31 of the RFQ (see attached) are checked off.
Quotes must be submitted electronically no later than Monday, January 12, 2026 at 11:00 AM EST.

EVALUATION FACTORS FOR AWARD
This procurement will utilize the Lowest Priced Technically Acceptable (LPTA) procedure to make award. A decision on the technical acceptability of each offeror's quotation will be made based on the offeror providing the products/services specified in the RFQ.
