CLARIFICATIONS:
1. There are no doors numbers since equipment is being installed in stairwells. Stairwell 4 in the B-block will have four card readers installed.
2. Stairwell 3 A-Block will have four card readers installed: (1) 1st floor card reader needed going into stairwell; (2) 2nd floor card reader needed within stairwell. Only a handle is needed to get into the lab area, not a card reader; (3) 3rd floor card reader needed within stairwell; and (4) 3rd floor card reader needed from within hallway into the lab area.
3. New conduit may and will mostly likely will need to be installed in the stairwells. Please see Q&A number 2.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Submit offers on NIAID-RFQ19-1959431.
This solicitation is a request for quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01, dated December 20, 2018. The associated North American Industry Classification System (NAICS) code for this procurement is 541519 with a small business size standard of $27.5M.
The National Institute of Allergy and Infectious Diseases (NIAID), is seeking Security System Upgrade. See attached Statement of Work for specifics.
Firm Fix Price award is contemplated.
Period of Performance (POP). 30 Days.
The award will be based on best value to the government on the following: price; capability to meet the requirements; experience with Andover Access Control System; and delivery. Quotes must include documentation demonstrating vendor's experience with the installation of Andover Access Control System.
The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest.

The applicable subparagraphs of FAR52.212-5 are included in the attachment to this posting.
Quoter must include the following provision in their quote and check the appropriate response.

This is an open-market combined synopsis/solicitation for Security System as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.
