A. Provide transportation for young people in a secure and safe manner from the State of Maryland to out-of-state facilities. B. Provide transportation for young people placed in out-of-State facilities returning to the State of Maryland, including any young people who were in placement prior to the start date of this Contract. C. Accept transportation referrals for the following types of facilities with a minimum of fortyeight (48) hours’ notice from DJS, and with a twenty-four (24) hour, seven (7) day a week travel schedule utilizing nationwide air and ground transit: 1. Residential Treatment Centers; 2. Psychiatric Hospitals; 3. Secure Institutions; 4. Private Academic Institutions; 5. Drug and Alcohol Rehabilitation Centers; 6. Juvenile Detention and Treatment Facilities; 7. Juvenile Wilderness Programs; 8. Alternative Schools; and 9. Juvenile and Young Adult Mental Health Programs. D. Be responsible for young people in their custody. E. Have staff who will be responsible for the young person’s safety and the public’s safety during the transport. F. Have in place an air and ground transportation system which operates seven (7) days a week, 365 days per year, and is available for services twenty-four (24) hours per day. G. Specify how transportation services for each referred youth shall be accomplished safely, e.g., by van, commercial airline, double-guard, etc. See Section 2.3.1.C. The Contractor will not be required to provide armed transport at any time.
