The purpose of this contract is to fulfill a Congressional mandate, via the STOP Act, to produce an annual report on the national efforts to reduce underage drinking, and an annual state-by-state report on prevention and enforcement activities related to underage drinking. This contract continues SAMHSA’s efforts to support the HHS Secretary as required by the STOP Act, and supports the work of the ICCPUD. This contract will produce and update both of these reports specifically in the areas of data, scientific and legal research, policy development, and survey and electronic questionnaire development and maintenance. In developing the report, the Contractor shall be expected to provide workshops/briefings to the federal prevention staff, convene small meetings, support community engagement events, and coordinate work with other expert consultants to fulfill the requirements of the STOP Act.
