At a minimum potential vendors shall make available for rental sand bag filling machines with the following: 1. Capability – Environmental Bagging System (EBS), trailer mounted, total self-contained with all power and air requirements. 2. Capacity – Twenty (20) to thirty (30) sand bags per minute based on a two (2) yard capacity hopper with FED high torque agitator. 3. Labor, if necessary 4. Delivery to any staging location within the State of Maryland in the event of an officially declared State of Emergency. An officially declared State of Emergency is an event as declared as such by the Governor of the State of Maryland. 5. During the State of Emergency the delivery shall be condensed to acquire the necessary request in the shortest time frame possible. The quickest timeframe is within twenty four (24) hours of the request being made and no lager that fourteen (14) calendar days. 6. Multiple sand bag filling machines may be requested at one (1) time and for delivery to multiple locations, depending on the staging areas and location of the emergency.
