Specifications include, but are not limited to: B. Equipment The Contractor shall: 1) Provide and maintain all snow and ice removal equipment necessary to service the location(s). Equipment offered shall be submitted on the Equipment List Form included with this RFQ and submitted with Contractor’s bid. Equipment to be provided shall include but may not be limited to: Truck(s); Plow(s); Backhoe(s); Salt Spreader(s); Blower(s); and Shovel(s). 2) Provide adequate equipment at all times required to perform required services. C. Material The Contractor shall provide all materials necessary to perform services as follows: 1) Sand; 2) Salt; and 3) Other Materials. D. Contractor’s Personnel The Contractor shall: 1) Have adequate qualified trained personnel to ensure work is performed with high standards at all times. 2) Furnish relief personnel as may be necessary. Calvert County Government reserves the right to perform such investigations as may be deemed necessary to ensure that competent personnel and management shall be utilized in the performance of services. E. Service The Contractor shall: 1) Be available for snow and ice removal services from approximately November 15 through April 30. a. If necessary, Calvert County Government may request services for rare winter events prior to November 1 or after April 30. 2) Have equipment and personnel available on an on call as needed basis, Monday through Friday, twenty-four (24) hours per day, during the service period. 3) Complete all service, including salting, at each location prior to 4:00 a.m., Monday through Friday. 4) Start/stop time shall be as follows: a. Begin services within one (1) hour after notification by Calvert County Government. b. Remain onsite until each location is complete for that day’s operation. c. Have all designated areas cleared within two (2) hours of the end of the event as determined by Calvert County Government. 5) Keep Calvert County Government constantly informed as to the progress of the work during each snow event. 6) Remove snow and ice, including clearing of lot, sidewalks, bus shelters, and pedestrian walkways, to conform to public and commercial sidewalks. 7) Salt and/or sand ice and hard packed snow to achieve the safest driving, parking, and walking conditions possible. a. Lots shall be plowed and spread with Contractor-supplied sand and salt, as required. b. Snow and ice shall be removed from all sidewalks, bus shelters, and pedestrian walkways by the use of shovels and snow blowers. Areas shall be spread with Contractor-supplied salt over the aforementioned areas as required. 8) Properly place snow and ice to minimize loss of parking spaces. 9) Provide continuous operations. a. Accumulation shall not exceed two inches (2”) at any given time on the contracted surfaces. b. Finished product shall result in no snow or ice an any contracted surface. 10) Provide additional salting on an as needed basis as required by the conditions. 11) Only use concrete safe salt at the Dunkirk Park and Ride passenger pickup area(s). 12) Use rock salt at Prince Frederick Park and Ride and Dunkirk Park and Ride except as noted in 10). 13) Ensure all work performed is high quality in accordance with good practices, procedures, and industry standards. 14) Conform to all Federal, State, and Local laws and government regulations. Calvert County Government shall: 1) Determine the necessity for snow and ice removal services 2) Provide as much advance to the Contractor as possible. 3) Determine, in all cases, the method of operation and extent of areas to be cleared during each stage of the operation. 4) Direct the distribution of equipment to expedite the snow and ice removal operations.
