Specifications include, but are not limited to:PROJECT DESCRIPTION A. The purpose of this proposal is for the providing of uniformed, unarmed security service personnel for the City of Salisbury Wastewater Treatment Plant and the City of Salisbury Zoo. 2. ESSENCIAL FUNCTIONS AND RESPONSIBILITIES AT THE WASTEWATER TREATMENT PLANT A. Monitors and logs movement of all employees and visitors entering and leaving the WWTP 24 hours per day, 7 days a week, 365 days per year (no holiday exclusions). B. Maintains a physically secure facility while on duty. C. Visitors to the WWTP must provide their name and state the nature of their visit to the on duty guard. It is the responsibility of the guard to contact the appropriate department for all visitors requesting facility access. All sales representatives must have previous approval from the department they wish to visit. Those without a prearranged appointment will be turned away until such time an appointment is arranged. D. Logs arrival and assigns badges and appropriate Personal Protection Equipment (PPE) to visitors. E. Maintains cleanliness of Guard Shack. F. During 4 PM-12 –(Midnight) and 12 (Midnight) - 8 AM, the Contracted Guard will watch the front gate and security cameras as well as perform and log an inspection routine every hour to visually check the interior and perimeter areas of the WWTP. G. During the day shift of 8 AM – 4 PM, the Contracted Guard will not perform the hourly inspections around the facility grounds but will perform all other duties as noted above. H. Keep work area neat and maintain equipment in an appropriate working order. I. Notify WWTP Management, or Operator “On Duty” immediately with any breaches of security, or if an unsafe or inappropriate condition(s) are observed. Guards must also notify 911 in the event of a breach of security, and for safety purposes, should assume that all intruders may be carrying a weapon and should not challenge or confront the intruder, but rather immediately notify WWTP Management, or Operator “On Duty” and notify 911. J. All guard personnel may not watch television or access the internet, (except for approved websites), or otherwise be distracted by anything that prevents the guard from performing their essential functions. They may, however, listen to an AM/FM radio as long as the volume is not distracting. K. Should an “on duty” guard require a meal or other normally required personal item to be delivered to them at the WWTP, the guard may meet the persons delivering the item to them outside the front gate. The guard may not allow anyone to enter the facility without prior WWTP management authorization. L. Security logs must be available for review by WWTP management at the end of the guard’s shift.
