- DESCRIPTION:
THIS IS A REQUEST FOR INFORMATION (RFI) /SOURCES SOUGHT SYNOPSIS. This is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP that may be issued.
2. OBJECTIVE
The Air Force Review Board Agency Medical Directorate (SAF/MRBM) is seeking viability packages from potential sources who can demonstrate they have experience and are viable to perform the tasks outlined in the Performance Work Statement (PWS).
The MRBM supports the adjudication of medical and mental health cases for the Air Force Board for Correction of Military Records (AFBCMR), the Air Force Discharge Review Board (AFDRB), and other Boards under the authority of the AFRBA Director. The Medical Program Management Office serves as credentialing, program support, and overall lead for the contract personel. In support of MRBM medical cases for the Air Force Board for Correction of Military Records (AFBCMR), the Air Force Discharge Review Board (AFDRB), and other Boards under the authority of the AFRBA Director.
The Discharge Review Board mental health caseload has increaed significantly due to a class action lawsuit remanding applicant cases with mental health contentions to be reconsidered. This contract is for support services preparing mental health cases for adjudication before the Board, present cases to the board, and prepare final documents for signature. A viable contractor is considered one whom can demonstrate contract experience in both Medical Program Management and Board Certified Psychiatry;
Medical Program Management:
The Contractor shall have a working knowledge and understanding of DoD applications, DD Form 149, DD Form 293, and DD Form 294 w/supporting documentation, save on dedicated server, and upload/update data in CMTARS. Scan/digitize the NPRC (NPRC), Master Personnel Record (MPR), Service Treatment Record (STR), and other types of records save on server, and upload/update in CMTARS. All pertinent data clearly identified on application (i.e., name, SSN, address, etc.) updated in CMTARS. The Contractor is responsible for handling and safeguarding sensitive documentation/data, PII (personally identifiable information) and protected health information. The Contractor shall have demonstrated experience in identifying and securing military personnel records. Additionally, the Contractor shall have familiarity with the DVA and the Defense Finance and Accounting Service. The Contractor shall have the demonstrated knowledge and experience with military personnel records systems. The Contractor shall have the demonstrated experience with database management to include experience in preparing products and reports resident in CMTARS. The Contractor shall have the demonstrated experience with Commercial-Off-The-Shelf (COTS) office automation software consisting of electronic mail (Microsoft Exchange), scheduling/calendar (Microsoft Outlook), spreadsheet (Microsoft Excel), presentation (Microsoft PowerPoint), and word processing software (Microsoft Word) compatible with the following operating systems (OS): Microsoft Windows, Workstation OS, per current Microsoft desktop operations version in use by the Air Force. Demonstrate experience with the NPRC (National Personnel Records Center), the ARPC (Air Force Reserve Personnel Center), and the AFPC (Air Force Personnel Center) in identifying and securing military personnel records. The Contractor shall meet the requirements for access to the designated VA remote systems (currently CITRIX), become familiar and demonstrate the ability to identify and download pertinent documentation from the Veterans Benefits Management System (VBMS), Compensation and Pension Record Interchange (CAPRI), Virtual VA and VA Share systems. It is desired that the Contractor has experience with Automated Records Management System (ARMS), Defense Eligibility and Enrollment System (DEERS) and knowledge of accessing and updating data in a case management system such as the CMTARS to include experience in preparing products and reports resident in CMTARS. Veterans Affairs Schedule for Rating Disabilities (VASRD) and Regulatory Competency: The Contractor is required to understand and correctly apply complex rule sets associated with the physical disability ratings framework to include the interpretation of VASRD and relevant DOD regulations. The Contractor shall initiate and develop the Draft Record of Proceeding that frames the applicant’s medical condition, history, and scope of review. At a minimum, the contractor shall process 50 cases for production each month. Align with the core MRBM board functions and provide a medical analysis to both medical and Board officers as the board adjudicates cases. At a minimum, the contractor shall perform this for a minimm of 40 cases each month.
Board-Certified Psychiatry
Demonstrate ability to provide Board-Certified in Psychiatry, licensed, with at least 3 years of experience in disability evaluations and VASRD interpretation and relevant DOD and Service specific regulations. Having fullfiled services for review/prep of Draft Records of Proceeding (ROP) on a large scale per month. Providing clinical evaluation summaries framing mental health history, diagnoses, and functional impact relevant to military service. Input/update case data accurately in CMTARS within three (3) business days of assignment. Collaboration with Board Officers and Medical staff during adjudication processes and ensure timely, evidence-based medical input. Maintain documentation quality with 95% free from grammatical or formatting errors Board Certified Psychiatrist and Regulatory Competency: The Contractor shall maintain current licensure, certification and compliance with continuing education requirements of a psychiatrist. Case Review and Preparation of Draft Record of Proceeding: The Contractor will prepare and amend the Draft Record of Proceeding to include analysis that frames the applicant’s medical and/or mental health condition, history, and scope of review.
The Medical Program Manager will operate from Joint Base Randolph, TX, and the Psychiatrist(s) will serve at Joint Base Andrews, MD.
