The City is interested in retaining a consultant firm to provide professional services for the evaluation and design of safety improvements from Olde Towne Avenue to E. Diamond Avenue on S. Summit Avenue to include the intersections and approaches. If the firm believes that the project can be enhanced in any way by the addition or deletion of any specified tasks, such information should be included in the proposal and separated by including the appropriate words: “Scope Deletion or “Scope Addition” followed by the scope of work. Safety improvement include: i. Design a new traffic signal (decorative to fit aesthetics of Olde Towne Gaithersburg) at the intersection of Olde Towne Avenue and S. Summit Avenue. ii. Evaluate installation of signal head for southbound traffic but include it as part of E. Diamond Avenue Signal. iii. Evaluate the installation of an additional crosswalk to the north of the tracks with ADA ramps. iv. Evaluate southside of the track relocate existing crosswalk with ADA ramps on both ends and associated curb extension. v. Evaluate removal of the existing rectangular rapid flashing beacon (RRFB). vi. Evaluate and design installation of pedestrian pushbuttons at the crosswalks north and south of the railroad tracks that are part of the E. Diamond Avenue signal. vii. North of the tracks, evaluate closure of the west driveway entrance, upgrade signal arm across S. Summit Avenue to match decorative style. A. Project Management and Coordination: i. Project coordination, monitoring and administration. ii. Attend project kickoff meeting in-person, progress meetings - virtual, project coordination meetings - virtual, pre-bid meeting - virtual, and pre-construction meeting in-person. iii. Monitor task budgets and project schedule. iv. Perform quality assurance/quality control (QA/QC) activities. v. Prepare monthly progress and cost summary report and invoices. vi. Coordinate with active ongoing design of City projects in the vicinity of the project. vii. Coordination with Utility Companies. viii. Deliverable: PDF – Meeting Minutes for each meeting, schedule updates on a monthly basis, submit quality assurance and quality control assurance document checks, monthly progress and cost summary reports with invoicing, coordination with utility companies. B. Site Investigation, Data Collection, Record Research: i. Review existing records, review existing data including, but not limited to, record drawings, transportation studies and other documents relevant to the limits and scope of this project. ii. Gather vehicular, bicycle and pedestrian counts. iii. Coordinate with all utilities and agencies requesting existing utility mapping for their associated utilities, if any. iv. Digitize plans as required. v. Deliverable: PDF and AutoCAD of the located and record utility information. C. Subsurface Utility Engineering (SUE): i. The Consultant shall perform Subsurface utility Evaluation Quality Level B (see SUE Quality Levels Exhibit B) supplemented by test pits (test pit locations to be determined during the design phase). The Consultant shall locate all utilities within the designated area where excavation is to be performed. The Consultant should be knowledgeable about Montgomery County owned utilities along with public owned utilities. ii. The Consultant shall be responsible for any coordination necessary with the utilities to obtain records and depicting necessary information on the plans with the location and the ownership within the limits of the project. See Exhibit B for quality level definition. iii. Utility designation iv. Coordination meetings (assume 4 meeting) v. Deliverable: PDF and AutoCAD as applicable of the Utility Designation, Meeting Minutes, Pictures of the Utility Designation.
