Specifications include, but are not limited to: 2.1.1 In response to the State’s pension reform laws enacted in 2011, retired State employees and Dependents eligible for Medicare due to reaching age 65 or because of Social Security disability and eligible to enroll in the State’s Pharmacy Benefits Plan as of December 31, 2024, will be transitioned from the State’s Pharmacy Benefits Plan to the federal Medicare Part D program at the close of 2024. To support the Participants through the transition, the State is seeking proposals for Medicare Prescription Drug Exchange services to assist its Medicare-eligible Retirees and their Dependents to enroll in an individual Medicare prescription drug plan. The selected Contractor will also be expected to administer a Health Reimbursement Arrangement (HRA) for Medicare-eligible Retirees who were hired prior to July 1, 2011 and retired on or before January 1, 2020. 2.1.2 The Department is issuing this ERFP for the purposes of acquiring Medicare Prescription Drug Exchange and HRA services for the State of Maryland’s Medicare Retirees. The Offeror who is awarded the Contract will be required to administer an exchange and HRA, which are anticipated to begin in the 2025 Plan Year. The Contractor will also be required to complete implementation services as defined in Section 2.4.
