This synopsis is for informational purposes only. This is not a request for quote and no solicitation exists. JB Andrews is seeking multiple smal businesses willing to enter into a Blanket Purchase Agreement (BPA) for supplies under North American Industry Classification System Code (NAICS) 541430: Graphic Design Services. The small business size standard for this industry is $8.0 million.
Parties interested in this BPA must complete and return the following:
- "Atch. 1 - Request for BPA Memo"
- "Atch. 2 - Item Schedule". Please include pricing for any and all items your company is capable of providing and any minimum order quantities if applicable. All items provided must satisfy the criteria set forth in "Atch. 3 - Presidential Seal Item Description"
Quantities will be determined on individual BPA calls. If your company is only able to provide certain items on a minimum order basis please note that in "Atch. 2 - Item Schedule".
All calls under a potential BPA would be provided by the vendor on a FOB Destination basis to the customer on Joint Base Andrews.
Generally calls that are placed through the BPA will be below $10,000, and may be sporadic in nature. Calls to draw material may be placed on the same day the material is requested.
Calls over the $10,000 limit may be paid through Wide Area Workflow (WAWF). For calls up to $10,000 the Contractor must be able to accept the Government Purchase Card (GPC). To register and access WAWF, go to https://wawf.eb.mil/.
BPAs will be evaluated annually and may remain in place for up to five years. When establishing these BPAs the Government will consider: Price; Socio-economic status; past performance, where past performance information exists; and technical capabilities.
As prescribed in FAR 52.204-7, interested parties must be registered and current in the System for AwardManagement (SAM), representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) for free at http://www.sam.gov/portal/public/SAM/. SAM registration must be complete prior to entering into a BPA.
