Specifications include, but are not limited to: The Contractor will assist the consortium in writing a Regional Workforce DevelopmentPlan ("the Plan") for the Baltimore region. The Plan, along with a concurrently developedRegional Housing Plan and our region s existing Long Range Transportation Plan will bethe primary building blocks for the RPSD. The Plan will consist of (1) a Regional TalentDevelopment Pipeline Study, (2) Identification and Analysis of Regional Barriers toEmployment Opportunity, (3) Career Pathways Mapping, (4) Opportunity Mapping, (5)Workforce Development Fund Case Studies and (6) Next Steps and Recommendations forIntegrated Planning. The contractor will be responsible for items 1, 2, and 3. TheContractor will help to develop item 6. The Consortium has engaged a separate contractorfor the Opportunity Mapping portion, item 4, of the Plan
