Specifications include, but are not limited to: 5.2.1. Services required will consist of providing professional and support staff to assist the Department of Environmental Protection’s Recycling and Resource Management Division staff in promotion of a wide variety of solid waste management, waste reduction, reuse, recycling, composting, and buying recycled activities. Personnel must be capable of explaining, defending, and justifying the various aspects and conclusions of a project before senior management, elected officials, regulatory agencies, technical experts, the general public and different types of media, as directed.5.2.2. The selected contractors must provide the experienced creative and production personnel required to develop and administer program advertising, educational and promotional efforts and public relations campaigns. Those responsibilities will include the design, execution and placement of advertising and promotions and will include the typesetting, graphic design, printing and securing of all supplies.5.2.3. The public outreach and education program should address solid waste management, waste reduction, reuse, recycling, composting, and purchase of recycled products for three main target groups:5.2.3.1.Single-family and townhome residents,5.2.3.2.Multi-family properties and residents in apartments and condominiums, 5.2.3.3.Businesses, non-profit and/or government organizations, institutions, and employees.5.2.4. Offerors to this solicitation must fully understand that the actual work assignments or duration of an assignment that may be required cannot be fully determined at this time but are anticipated to be varied in nature. 5.2.5. The contractors must assist County staff to develop and implement detailed education, outreach and public relations plans for various program elements; develop and disseminate technical materials; prepare creative materials (including videos); coordinate special events; develop press materials, develop training and other educational programs; conduct focus group research and surveys; solicit donations of materials and/or services; and promote Montgomery County’s integrated waste management program nationwide.
