Specifications include, but are not limited to: The MDTA is seeking consultant assistance for planning, engineering, construction management, and program support services for traditional and alternative delivery projects to reconstruct the collapsed Francis Scott Key (FSK) bridge. The project’s scope of work includes general professional engineering consultant services. The work includes the domains of transportation planning, project planning, land surveying, public involvement, forestry and landscape architecture, environmental sciences, project management, and engineering (e.g., highway, construction, water resources, environmental, structural engineering, structural inspection, coastal, traffic, transportation, electrical, Intelligent Transportation Systems (ITS), geotechnical, pavement, materials, utility, and others as needed) services. The MDTA may award one project-specific contract for these services. The duration of the contract will not exceed five (5) years. The total funding authority for this contract shall not exceed $75,000,000. The MDTA reserves the right to modify the number of contracts and the total funding authority as deemed appropriate. No work or funds is guaranteed under this contract. All work performed under this contract must be for services as outlined in the contract’s scope of work, and it must conform to all contract terms and conditions, including payment provisions. The services needed under this contract are for the MDTA’s FSK bridge reconstruction project. The services to be performed under this contract are planning, engineering, construction management and program support services as a General Engineering Consultant (GEC). The firm may be authorized to subcontract for specialty services with prior approval of MDTA. The firm shall be proficient in its services and shall bring experienced and expert staff to the project. The following services are anticipated: project management; program management; cost and time estimating for design and construction; construction inspection and management; delegated environmental reviewer, permitting and compliance; environmental study, review, oversight, and document preparation; tracking of environmental commitments and major project requirements; environmental scientist services; public communications, engagement services and strategic outreach; disadvantaged business outreach, development, support, and monitoring; rocks, soils and materials testing; subsurface utility exploration and utility design; survey and data collection; independent design and construction auditing and quality assurance; highway operations and maintenance; travel forecasting; asset management; tolling; and traffic and revenue studies. In addition, the consultant will assist MDTA to oversee the Disadvantaged Business Enterprises (DBE) programs, On-the-job training (OJT) program, and administer Equal Employment Opportunity (EEO). Monitor compliance, collect and report information, monitor workforce utilization and contractor compliance, provide support services, and develop training programs. This is not an all-inclusive list as this contract may require other unlisted professional services and activities related to planning, engineering, construction management, and program support services. Examples of the work to be performed may include the following: 1. Develop and review performance specifications and contract documents with respect to traditional and alternative delivery methods; 2. Review engineering and construction submittals/deliverables; 3. Coordination and collaboration on all work performed by design-builder, developer, contractor, or other third parties; 4. Develop, implement, and audit construction management and quality management programs for alternative project delivery; 5. Conduct public involvement and develop outreach materials;
