Departmental Strengths o Document departmental strengths based on interviews with leadership and staff. 3. Staffing Analysis o Benchmark staffing with peer districts (St. Mary’s, Charles, Carroll, Cecil, Wicomico). o Evaluate spans of control, workflow efficiency, workloads, and staffing sufficiency. o Recommend elimination, consolidation, or creation of positions. 4. Organizational Review o Evaluate service delivery models, communication protocols, decision-making processes, and technology use. o Identify inefficiencies, duplication, or role gaps. 5. Gap Identification o Analyze existing structures and processes using best practices. o Identify gaps and opportunities for improvement.
