Specifications include, but are not limited to: A. The online legal research services must provide access to the following databases and sources: 1. Combination of Maryland specific materials and federal databases: • Federal judicial and administrative decisions; • Federal statutes and regulations; • Judicial Decisions of all States; • Statutes and regulations of all States; and • Cases and judicial materials from all 50 states and including federal case law databases including U.S. Supreme Court cases, U.S. Court of Appeals cases, and U.S. District Court Cases. 2. Maryland specific materials only, including: • Annotated Code of Maryland; • Code of Maryland Regulations; • Maryland court opinions, including related Federal court opinions (U.S. Supreme Court, U.S. Court of Appeals for the Fourth Circuit, U.S. District Court Cases for the District of Maryland) and unpublished Maryland appellate court opinions, • Maryland administrative decisions; and • Secondary and analytical sources for Maryland. B. Services shall be accessible via the internet, using Google Chrome, Internet Explorer or Safari and be accessible through desktop, laptops, and mobile devices. C. Each user shall be assigned a password that utilizes a unique identifier. In the event that an assigned user ceases employment with the MIA, the Offeror shall provide a new unique identifier to the user’s replacement, or at the sole discretion of the MIA, another MIA employee.
