Specifications include, but are not limited to: (1) The Maryland Stadium Authority ("MSA") is seeking submittals from qualified independent consultants that possess experience in providing demand response consulting services (the "Services") to large commercial, industrial and governmental entities. (2) MSA is not currently participating in a demand response program, but has done so in the past and requires assistance from an independent industry expert in the development of a demand response program model that can be competitively bid to ensure that MSA receives terms and conditions that are most favorable to MSA taking into account MSA s usage requirements, participation capabilities and unique schedule of operations. (3) The intent will be to engage a consultant on hourly rate basis. Other compensation models may be considered as alternates if permitted by the solicitation for bids. (4) The selected consultant must be independent and not affiliated with, nor under contract with, any Curtailment Service Providers (CSPs). In accordance with State law, any consultant selected to participate in the preparation of specifications for MSA will not be permitted to bid as a demand response provider. (5) The selected consultant will be expected to be able to demonstrate its knowledge and exerperience with respect to, but not limited to, BGE Tariffs and Schedule P Service, NFPA laws governing the maintenance and use of peak load shaving/demand response and emergency generators submetering, programmable logic controllers Powercon switch gear and Caterpillar generation systems EPA and MDE Underground Storage Tank regulations and Clean Air Act. (6) Technical specifications and/or product descriptions concerning any of MSA s power generation or other equipment will be provided upon request
