Specifications include, but are not limited to: The State is issuing this solicitation for the purposes of providing higher education needs assessments of the Northeastern Region of Maryland in response to legislation and budget language passed in the 2013 session of the Maryland General Assembly. The focus of this study effort is to analyze the several needs assessments performed to date to determine the focus of and delivering of required higher education services and programs to the northeastern MD Region. In the 2013 Legislative Session, the Maryland General Assembly passed 2013 Md. Laws, Chapter 423. This legislation provided funds to: Conduct a study for Frederick Regional Higher Education, Conduct a study for the Northeast Maryland Higher Education Advisory Board and Submit the studies to the Frederick Regional County Delegation and Harford and Cecil County Delegations and the budget committees
