Specifications include, but are not limited to: The Nonpublic Special Education consultant shall provide evaluation and analytical assistance. This work shall include but not necessarily be limited to: 1. Basic audit review of the calculation of the annual Cost of Special Education (COSE) and Non-Public Placement (NPP) 300% amounts, which includes, but is not limited to the following: a. Review of the compilation of all relevant information sources and references. b. Perform error checking and validation steps to ensure accuracy/completeness. c. Update, document, and integrate applicable policies and procedures associated with the new methodology for calculating the COSE and NPP 300% , into the appropriate DSE/EIS Financial Manual, dated March, 2005. 2. Test accuracy and validate newly formatted COSE spreadsheet that eliminates all computations for Local MOE, i.e., Section IIILocal Mandated Minimum 3. Provide a source of consultation or comment, as needed
