Sources Sought Notice
This Sources Sought Notice (SSN) is for market research, information, and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the United States Army Medical Research Acquisition Activity (USAMRAA) or the United States Naval Hospital Okinawa-Japan (USNHO) Neonatal Intensive Care Unit (NICU).
This SSN is being issued by USAMRAA on behalf of USNHO NICU and is seeking sources to procure four (4) Neonatal Transportation System (NTS) Removeable Handles to provide a means of both manual movement and patient securement during Air transport.
If capable sources are not identified through this notice, then USAMRAA intends to execute a firm-fixed price contract on a sole source basis under the authority of FAR 13.106-1(b)(1) to International Biomedical LTD, 8206 Cross Park Dr, Austin, Texas 78754-5252.
The USNHO NICU has a requirement for NTS removeable handles to provide a means of both manual movement and patient securement during Air transport. These handles are the pieces that secure the NTS to the gurney holder on the Aircraft. The rubber ends that are fastened to the handles, allows for the NTS to be carried by hand should the need arise, or if the NTS needs to be lifted off the Stryker frame or onto the gurney holder. The items are custom order that are specific for the NTS Stryker configuration.
Essential Characteristics:
- Handles: Length 18 ¾ in, Diameter 1 ½ in
- Safety securement pins that will secure the Handle to the NTS frame: Length 2 ½ in, fit into appx ¼ in securement hole.
- Rubber handles: Length 4 ¾ in, Fit over a 1 ½ in diameter cylinder.
This SSN is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed five (8.5 x 11 inch) pages using a font size no smaller than 10-point. The Government will consider all capability statements received by the due date of this notice. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract modification.
