The state of Maryland is issuing this solicitation to procure a vendor, herein referred to as the Vendor, to collaborate with OCYSHCN in conducting a statewide needs assessment. In order to understand and quantify the needs of Maryland’s children and youth with specific health care needs (CYSHCN) population, this assessment will identify and measure the needs of the CYSHCN community, with particular attention to deliverables related to the sub-populations of: the Early Hearing Detection and Intervention (EHDI) Program, Maryland residents with sickle cell disease (SCD), sickle cell trait (SCT), and their families, and youth and young adults with specific health care needs (YSHCN) transitioning from pediatric health care to adult health care. The objectives of this agreement with the Office of Children and Youth with Specific Health Care Needs are to: ● Use data collected in accordance with section 3.2.3 and 3.2.4 and aligned with standards discussed in section 3.2.3.2, to identify, measure, and prioritize the needs of Maryland CYSHCN and key sub-populations. ● Assess, analyze and map the current infrastructure of support for CYSHCN and key subpopulations. ● Identify gaps in support systems for CYSHCN and key sub-populations. ● Recommend strategies, initiatives, and programming to improve and maximize the impact of the OCYSHCN’s work. ● Assist OCYSHCN in meeting grant and legislative requirements for mandated services including: ○ Health Resources and Services Administration (HRSA) Title V grant requirements ○ EHDI grant and programmatic requirements ○ SCD and SCT legislative requirements
