Solicitation Information
All quotes/responses shall be submitted via email to Maria Sproul at maria.a.sproul.civ@us.navy.mil no later
than 5:00 PM Eastern Standard Time on 14 January 2026
Solicitation N0042126Q1043 is issued as a combined synopsis/solicitation. The Government intends to purchase
on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with
Howell Laboratories, Inc. for Air Control Panel P/N 5642-G511 Rev K for item listed under the authority
implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b).
Offerors must be registered in SAM.GOV database prior to submission of an offer to be considered for award of
any DoD contract. This may be accomplished electronically at http://www.SAM.gov.
This is a firm fixed-price procurement; therefore, the offeror's initial offer should represent the vendor's best
quote in terms of price and technical acceptability.
This notice is intent to Sole Source with Howell Laboratories, Inc. a Small Business.
Vendors must be Howell Laboratories, Inc. authorized distributor and provide documentation to be considered.
This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes
received by 5:00PM Eastern Standard Time on 14 January 2026. A determination by the Government not to
compete this proposed contract based upon the responses to this notice is solely within the discretion of the
Government. Information received will normally be considered for the purpose of determining whether to
conduct a competitive procurement. The Government will not pay for any information received.
