Specifications include, but are not limited to: Through this Request for Quotation (RFQ), Cecil County intends to contract Methadone induction for inmates with substance use disorder. The DC-MSR project was designed to expand behavioral health services for justice-involved individuals residing within the local correctional facility. The primary objective of the project includes the induction of medications for the treatment of opioid use disorder among incarcerated individuals (including pregnant women) who are at highest risk for opioid overdose, with focus on continuity of care and reduced overdose incidents. The project will incorporate the three medications approved by the FDA for the treatment of opioid dependence: buprenorphine, methadone, and naltrexone. Induction of buprenorphine and naltrexone medications will be provided by the prescribing authority of CCDC’s contracted medical provider (PrimeCare Medical, Inc.). Methadone induction and maintenance will be coordinated, via a memorandum of understanding, with one or more communitybased Opioid Treatment Programs (OTPs). The present solicitation / RFQ is focused on methadone induction and maintenance. Selected community-based Opioid Treatment Program(s) will be expected to: [1] perform methadone induction via an OTP owned and operated mobile unit while said unit is parked within the detention center sally port (for a minimum of two hours, one day each week), [2] transport methadone maintenance doses to the CCDC’s contracted medical provider (for a minimum of one delivery each week as directed by said medical provider), [3] offer behavioral health counseling consistent with state opioid treatment regulations (which may include in-person and/or telehealth counseling), [4] participate in interdisciplinary team meetings (scheduled for a minimum of one meeting at 1-½ hour each week), and [5] coordinate with health department as requested to support development of an individualized re-entry plan for each incarcerated individual enrolled within the OTP’s methadone maintenance services.
