Specifications include, but are not limited to: The Maryland Department of Health (MDH or the Department), Prevention and Health Promotion Administration (PHPA), Bureau of Maternal and Child Health (MCHB) is issuing this Request for Applications (RFA) to conduct a statewide Title V maternal and child health services needs assessment. Maryland is required to conduct a needs assessment and develop a five-year state action plan that addresses family centered and community-based health needs among the five population health domains: (1) pregnant women and mothers, (2) infants up to the age of one, (3) preventive and primary care services for children, (4) preventive and primary care services for adolescents, and (5) children with special healthcare needs.
