Phase 1: Policy Review & Needs Assessment a. Conduct a comprehensive review of the existing Policy and Procedures Manual. b. Identify necessary policy updates based on regulatory changes, operational challenges, and stakeholder input. c. Identify key stakeholders, including Area Agencies on Aging, local ombudsmen, and volunteers, who will participate in the review and approval process. d. Gather and analyze stakeholder feedback on proposed policy revisions. Phase 2: Policy Update & Drafting e. Ensure updates align with all applicable federal and state laws, regulations, and program guidance. f. Draft revised procedures using clear and concise language. g. Develop detailed procedural steps for each policy to facilitate consistent implementation across all ombudsman programs. h. Incorporate volunteer-specific policies and procedures, as needed. Phase 3: Policy Finalization & Training i. Finalize the updated Policy and Procedures Manual after approval by the State LongTerm Care Ombudsman. j. Develop a comprehensive training program to educate local ombudsmen and volunteers on the changes. k. Conduct a statewide training session, either in person or virtually, to ensure uniform understanding and application of the updated policy. l. Provide technical assistance to the Maryland State Long-Term Care Ombudsman’s Office regarding policy implementation challenges and best practices.
