The Administrative Office of the Courts (AOC) issues this Request for Proposals (RFP) on behalf of Access to Justice to seek proposals from prospective Offerors to operate a statewide network of court help centers. Maryland Court Help Centers (MCHCs) provide limited legal services to self-represented litigants with civil legal issues. These limited legal services include, but are not limited to, providing both legal advice and legal information (e.g., assistance completing forms), answering questions about legal topics, explaining court processes and procedures, helping litigants prepare for court hearings and mediation, and making referrals to other organizations. Maryland Court Help Centers do not provide representation in court.
