Specifications include, but are not limited to: Frederick County Public Schools (FCPS) invites community-based organizations in Frederick County to join in its application to the Maryland State Department of Education (MSDE) for funding through the 21 st Century Community Learning Center program. Through a contractual arrangement, FCPS can assist with funding the services or activities proposed by community-based organizations. The FCLCs at Hillcrest, Lincoln and Waverley Elementary Schools will provide summer learning opportunities for students, as well as character education, service learning, family and adult literacy, adult education, parent leadership, parent education, recreation and youth development opportunities. A particular focus for this application is on providing Science, Technology, Engineering and Math (STEM) opportunities for students. Students will be targeted for participation in the FCLCs if they are not meeting identified grade-level standards in language arts and/or math.
