The Department wishes to procure a grants management system to maintain and/or improve current processes to manage the full lifecycle of all grants managed by MHT and MHAA. MHT and MHAA seek a single, highly adaptable database system for application, award management, grant monitoring, payments, and reporting. The grants management system must integrate programmatic grants information with payment request approvals (procedures for payment processing will occur outside of the grants management system), automate processes and approval workflow to maintain and/or improve efficiency. MHT and MHAA require an external facing online grant applicant portal to allow applicants and recipients of grant awards to apply for and manage their grant awards in a centralized and efficient manner. The grants management system must provide secure, role-based access for external grant reviewers to efficiently manage and submit review feedback to the system. MHT and MHAA expect to maintain a high level of customer service through online applications and review processes with a focus on ensuring continuity of service. The system must be accessible by multiple concurrent staff users in different locations but include mechanisms to prevent concurrent users from inadvertently overwriting data. The system shall include tools to manipulate data in a range of report formats and allow for the export of data in various file formats.
