Specifications include, but are not limited to:The Contractor shall be required to provide the following Staff, identified as Key Personnel: 3.2.1.1(A) Program Manager/Principal Planner • Possession of a Bachelor’s degree in related fields is required. o Master’s degree is preferred. • Ten (10) years of progressive experience of which five years must include transportation planning, management and supervision of staff and oversight of all aspects of previous related projects. Four years of this experience must have involved professional planning, business intelligence, process engineering, innovative transportation related studies, research techniques, and data analyses. o Two (2) years of experience can be substituted for the education requirement. 3.2.1.2(A) Business Analyst / Strategic Planner/Transportation Planner • Possession of a Bachelor’s degree in related fields is required. o Master’s degree is preferred. • Five (5) years of transportation business analysis experience including knowledge of state and local levels of government, initiating and conducting statewide studies, preparing reports and findings and providing recommendations for improvements or changes. An ability to envision the big picture on a comprehensive level as well as understand the technical aspects and awareness of their interrelationships is essential. o Two (2) years of experience can be substituted for the education requirement. 3.2.1.3(A) Graphic Designer • Possession of a Bachelor’s degree in Fine Arts from an accredited four (4) year college or university is required.
