The State of Maryland – Department of Agriculture - Mosquito Control Section operates a Beechcraft King Air 90 aircraft for aerial mosquito control. The aircraft spray/dispersal system and the aircraft each have annual maintenance requirements. The maintenance requirements, technician experience, and skill set to handle the maintenance of each are significantly different, to the extent that the two are not commonly handled by a single contractor. The annual maintenance inspection of the aircraft requires that the dispersal system be removed. The purpose of this IFB is to handle the removal, inspection, repair/modification, storage, and re-installation of the spray/dispersal system installed on the aircraft. The spray/dispersal system is to be removed/inspected, and repair/modifications conducted on or about November 1, 2025. The spray/dispersal system is then stored until the aircrafts’ return. Annual maintenance is completed on the aircraft via a separate IFB during the winter months. The aircraft is then returned to the contractor to have the spray system reinstalled in early March 2026. Due to the high hourly operating cost of the aircraft, the work specified in this IFB must be undertaken and completed at an airport with facilities sufficient to allow for the safe operation of the aircraft as determined by the pilot and will be located no more than 150 nautical miles of the home base of the aircraft (Cambridge, MD - KCGE).
