Specifications include, but are not limited to: The vendors shall do the following: Assign a certified Lean consultant to provide relevant Lean training and facilitation experience to serve as the primary contact for City staff. The City reserves the right to approve the designation or the replacement of the Lean facilitator. Coordinate with City administrators and staff to finalize Lean event facilitation strategies and topics to be covered during facilitation, including (but not limited to): a. Choosing an appropriate Lean event for a particular project b. Lean event planning c. Lean overview training d. Lean event facilitation Lead Lean events including event planning, event facilitation and post-event follow up. Typical events where facilitation may be needed include: 1. Value Stream Mapping Lean government technique used to analyze and design the flow of materials and information required to bring a product or service to a consumer. 2. 5S - organizational method focusing on five specific strategies to make the workplace more efficient: sorting, straightening or setting in order, sweeping/shining, standardizing, and sustaining. 3. Standard Work Work composed of three elements: 1) takt time, which is the rate at which products must be made in a process to meet customer demand, 2) the precise work sequence in which an operator performs tasks within takt time, and 3) the standard inventory, including units in machines, required to keep the process operating smoothly 4. Visual Management and Controls a business management process that makes the steps in a process more visible 5. Kaizen Events - an improvement team session focused on quickly improving a specific area or facet of a process The City may require that vendors provide option services in addition to required event planning and facilitation, including: A. Assist organizations with Lean coaching and mentoring, including: 1) Assisting people to learn, plan, and implement Lean and generate results more quickly 2) Assisting leaders in understanding in leading and managing the change process, sustaining momentum, developing their organizations capabilities and communicating effectively 3) Assisting employees to understanding the Lean principles and Best Practices and how they will be involved 4) Assisting individuals and groups to effectively deal with increasing change 5) Preparing ongoing Lean communications strategies B. Assist with Lean project deployment, including: Project implementation change management 1) Project implementation assistance 2) Project implementation improvement assistance 3) Project monitoring 4) Measurement and measurement system definition
