Sources Sought
The Naval Air Systems Command (NAVAIR) of Patuxent River, Maryland is requesting information
and conducting Market Research to determine potential sources for Internal Audit and Quality
Management System (QMS) Support Plan procurement. In more detail, the APSD competency
wishes to identify potential sources that can conduct ISO 9001:2015/AS9100D semi-annual internal
audits of design, manufacture and installation of aircraft parts and components to ensure ISO
9001:2015/AS9100D compliance, provide support for recertification and semi-annual surveillance
audits, provide QMS development support, and conduct critical supplier risk assessments for APSD.
Internal audits, recertification, and surveillance audit support shall take place at APSD, NAS
Patuxent River, MD. QMS development support shall take place remotely as needed. Critical
supplier risk assessments shall take place at the vendor’s location as applicable. This Sources Sought
is for planning and market research purposes only and should not be considered as a Request for
Proposal (RFP) or as a solicitation to do business with the Government. There is no solicitation
package available at this time.
THIS SOURCES SOUGHT (SS) ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. This SS is a
market research tool being utilized to determine potential and eligible sources capable of providing
the hardware and/or services described herein prior to determining the method of acquisition and
issuances of an RFP. The appropriate Product Service Code (PSC) is R704. The North American
Industry Classification System (NAICS) code for this requirement is 541380. All interested and
responsible businesses are encouraged to respond. The Government is not obligated to, and will
not pay for any information received from potential sources as a result of this SS announcement.
SCOPE:
The contractor shall conduct ISO 9001:2015/AS9100D semi-annual internal audits of design,
manufacture and installation of aircraft parts and components to ensure ISO 9001:2015/AS9100D
compliance, provide support for recertification and semi-annual surveillance audits, provide QMS
development support, and conduct critical supplier risk assessments for APSD. Internal audits,
recertification, and surveillance audit support shall take place at APSD, NAS Patuxent River, MD.
QMS development support shall take place remotely as needed. Critical supplier risk assessments
shall take place at the vendor’s location as applicable.
REQUIREMENTS
1. Performance Requirements:
a. The contractor shall conduct ISO 9001:2015/AS9100D semi-annual internal audits of
design, manufacture and installation of aircraft parts and components to ensure ISO
9001:2015/AS9100D compliance. Each audit is three (3) days in length. The
contractor shall provide APSD with an internal audit report within ten (10) working
days past the conclusion of the site visit. Internal audits shall be conducted in
accordance with APSD-D-3137 Internal Audit Procedure.
b. The contractor shall provide on-site audit support during APSD’s recertification and
semi-annual surveillance AS9100D Certifying Body (CB) audits. AS9100D CB audits
consist of one (1) recertification audit and five (5) surveillance audits. Each audit is
three (3) days in length. The contractor shall provide APSD with notes and
recommendations to detail the outcome of the audits within ten (10) working days
past the conclusion of the site visit.
c. The contractor shall provide APSD with QMS development support for process and
procedure improvement. QMS development support shall take place remotely for a
total of two hundred eighty-eight (288) working hours. Contractor support will be
requested by the APSD Quality Manager or QMS team as needed.
d. The contractor shall conduct on-site critical supplier risk assessments per APSD
processes for necessary suppliers on APSD’s Approved Supplier List (ASL). Critical
supplier assessment support will be provided for twenty four (24), four (4) day trips
at the supplier’s facility. Trip duration includes travel to and from the supplier’s
facility, conducting the assessment, and generating necessary reports for the
supplier.
2. Contractor Qualifications:
a. Contractor must be a U.S. citizen.
b. Contractor must be able to utilize and/or read reports from Navy ERP and AMODS.
c. The Contractor shall have a background in quality management system
development and implementation along with experience in auditing to the
Aerospace AS9100D standard.
d. The Contractor shall have expert knowledge in process development (aerospace
standards), aerospace auditing techniques, problem solving, and implementing a
management system that also complies with the Naval Aviation Maintenance
Program (NAMP) regulatory requirement.
e. The Contractor shall have experience in the certification and the subsequent
ongoing improvement of an Aerospace AS9100D management system.
f. The Contractor shall present evidence of their ability to develop and continually
improve an AS9100D management system.
g. The Contractor shall provide any or all past or current contracts with NAVAIR
(preferably) or a Department of Defense facility (minimum) in order to confirm or
validate experience and expertise in the Aerospace AS9100D standard.
